The Office of Government & Legislative Affairs is developing a nationwide network of attorneys who may be available to provide legal guidance, representation, legislative analysis, or other professional services when laws, regulations, policies, directives, or government actions affect a State Defense Force.
We are seeking attorneys licensed to practice in the following jurisdictions:
Alaska, Arizona, California, Connecticut, Florida, Georgia, Indiana, Louisiana, Maryland, Michigan, Mississippi, New Mexico, New York, Ohio, Puerto Rico, South Carolina, Tennessee, Texas, Vermont, Virginia, Washington and West Virginia.
This is not an immediate employment offer, guaranteed assignment, or standing retainer. Attorneys who submit their information will be included in a confidential professional contact roster maintained by the Office of Government & Legislative Affairs. When a legal or legislative issue arises in their jurisdiction, qualified attorneys may be contacted to discuss their availability, experience, potential conflicts of interest, scope of representation, and proposed fees.
Potential Matters
Attorneys in the network may be contacted regarding matters such as:
- Reviewing proposed legislation affecting a State Defense Force or its personnel
- Analyzing military department policies, regulations, directives, or administrative actions
- Advising on state constitutional, statutory, administrative, employment, or military-law issues
- Assisting with legislative testimony, legal memoranda, public comments, or formal correspondence
- Advising on benefits, compensation, employment protections, workers’ compensation, educational assistance, or State Active Duty matters
- Responding to proposals that may improperly restrict, weaken, misrepresent, reorganize, or eliminate a State Defense Force
- Providing representation or referring the organization to appropriate counsel when litigation or administrative action becomes necessary
Preferred Qualifications
Applicants should:
- Hold an active license and be in good standing in at least one of the listed jurisdictions
- Have an interest in State Defense Forces, state military organizations, veterans’ affairs, public service, or legislative advocacy
- Be willing to consider occasional consultations or project-based legal engagements
- Be able to conduct an independent conflict-of-interest review before accepting any matter
- Maintain all applicable professional, ethical, confidentiality, and licensing requirements
Experience in administrative law, constitutional law, government relations, legislative affairs, military law, employment law, nonprofit law, civil litigation, or state government is helpful but not required.
Compensation and Engagement
Participation in the Attorney Interest Roster does not create an attorney-client relationship, employment relationship, partnership, or obligation to accept future work. No attorney-client relationship will be formed unless and until the attorney and the appropriate organization execute a separate written engagement agreement.
Depending on the matter and available funding, engagements may be paid, reduced-fee, or pro bono. Compensation, expenses, responsibilities, and the scope of representation will be discussed and agreed upon before any legal services begin.

- Bar admission status and year admitted
- Primary areas of legal practice
- Brief professional biography or résumé
- Jurisdictions in which services may be provided
- Whether paid, reduced-fee, or pro bono matters may be considered
- Any relevant experience involving legislation, government agencies, military organizations, emergency management, veterans, or nonprofit organizations
About the Office
The Office of Government & Legislative Affairs advocates for the creation, preservation, modernization, and expansion of State Defense Forces throughout the United States. The Office supports legislation and policies that strengthen these organizations and provide meaningful benefits and protections to their service members. It also monitors and responds to legislation, policies, directives, reports, and public proposals that may weaken, restrict, misrepresent, or eliminate State Defense Forces.

Part-Time Legislative Advocacy Coordinator
The Office of Government & Legislative Affairs is seeking a Part-Time Legislative Advocacy Coordinator to support efforts to create, strengthen, and expand State Defense Forces through state legislation.
The coordinator will communicate with lawmakers, legislative staff, government officials, and partner organizations to educate them about proposed State Defense Force legislation and encourage support for bills that strengthen these organizations and their service members. The position will also assist with legislative research, advocacy materials, bill development, and public progress updates.
Primary Responsibilities
- Contact state legislators and legislative staff by telephone and email.
- Explain the purpose, provisions, and potential benefits of proposed State Defense Force legislation.
- Schedule or participate in meetings with lawmakers, staff members, and other stakeholders.
- Assist with researching existing laws, drafting legislative proposals, and reviewing bills and amendments.
- Track bill introductions, committee assignments, hearings, votes, amendments, and other legislative developments.
- Prepare regular progress reports and updates for the organization’s website, Patreon community, and supporters.
- Coordinate advocacy campaigns encouraging public and organizational support for priority legislation.
- Maintain accurate records of legislative contacts, communications, commitments, and follow-up actions.
- Ensure advocacy activities comply with applicable lobbying, disclosure, ethics, and nonprofit requirements.
This is a part-time position requiring several hours of work each week, with additional availability sometimes needed during active legislative sessions, committee hearings, or important votes. The ideal candidate will be professional, dependable, comfortable speaking by telephone, and strongly committed to advancing the State Defense Force mission.

Volunteer Grassroots Outreach Representative
The Office of Government & Legislative Affairs is seeking Volunteer Grassroots Outreach Representatives to help educate residents about proposed State Guard and State Defense Force legislation in their state.
Volunteers will contact residents to explain the legislation, answer basic questions using approved informational materials, and encourage supporters to respectfully contact their state delegate, representative, or senator. This position plays an important role in demonstrating public support and ensuring lawmakers hear directly from the constituents they represent.
Primary Responsibilities
- Call residents within states where State Defense Force legislation is being considered.
- Provide clear and accurate information about the proposed bill and its intended purpose.
- Encourage interested residents to contact their state legislators and respectfully request support for the legislation.
- Provide residents with publicly available legislator contact information and approved talking points.
- Record outreach results, questions, concerns, and expressions of support.
- Refer detailed legislative or policy questions to the Legislative Advocacy Coordinator.
- Participate in brief training sessions and follow approved outreach scripts and communication standards.
- Represent the organization professionally, respectfully, and without pressuring residents.
This is an unpaid volunteer position that generally requires making several dozen telephone calls each week during the state legislative session, typically between January and May. Volunteers should be comfortable speaking with members of the public, able to follow established scripts, and committed to courteous, factual, and responsible advocacy.
